The Code, Inspections, and Permits Department protects the health and safety of Ballwin and Winchester residents through building code enforcement, plan reviews, inspections, and permitting. Building Commissioner Seth Pecoraro leads a team of inspectors who review residential and commercial construction projects for both municipalities.

Building permits and inspections
Residential plumbing, electrical, and mechanical permits are available online through the MyGov portal at public.mygov.us/ballwin_mo. Commercial permits must be submitted in person.
Code enforcement
Submit a code enforcement request online or call (636) 227-9000, option 1. Common complaints include property maintenance, zoning violations, sign violations, and nuisance issues.
Sewer lateral repair program
Ballwin voters approved a $28/year fee to fund the Sewer Lateral Repair Program. The program covers up to $4,500 in repair costs for qualifying residential sewer lateral issues.
Issued permits
The City of Ballwin publishes monthly records of all issued building permits as part of its commitment to transparency. Permit listings are available as downloadable PDF documents organized by month, with records dating back to January 2016.
Online permit and license portal
The City of Ballwin uses MyGov, an online permitting and licensing platform that allows residents, contractors, and business owners to submit applications and pay fees without visiting the Government Center. Access the portal at public.mygov.us/ballwin_mo.
